Департамент кинематографии при Министерстве культуры, информации и туризма КР, в соответствии с Законом Кыргызской Республики  «О государственной поддержке кинематографии Кыргызской Республики», объявляет конкурс на лучшие кинопроекты для создания национальных игровых фильмов. Сроки проведения конкурса с 8 июля по 8 августа 2019 года. Финансирование производства фильмов осуществляется частично или полностью за счет государственной финансовой поддержки в виде субсидий.

МКФ в Аннеси объявил конкурс проектов для стран, которые нуждаются в поддержке в развитии анимации
 
Ежегодный фестиваль во французском городе Аннеси считается крупнейшим и престижнейшим анимационным фестивалем («анимационные Канны»). Опытные и начинающие мультипликаторы всего мира собираются на фестивале, чтобы представить свои работы на суд жюри и публики.
 
Международный фестиваль анимационного кино в Аннеси, который проводится с 1960 года (Annecy International Animation Film Festival) объявил конкурс анимационных проектов для стран, нуждающихся в поддержке в развитии анимации.
During the Mifa Pitch sessions*, the Annecy International Animation Film Market also presents animation projects from emerging countries, the object being to show off the sensitivity, creativity and potential of creators from these countries. The work comes from a Call for Projects for all formats: short film, feature film, TV series and transmedia, open to countries with limited production capacity. A creator/animator/filmmaker can send in a project either as a personal/individual piece of work or through a structure set up within his/her country.
 

 

The projects are selected by industry professionals and a team from Mifa. Project leaders will receive personal help and a workshop to prepare their presentations at the Mifa Animation du Monde Pitch sessions. Professional writers, filmmakers and producers will also examine the projects carefully, acting as sponsors to give advice during the days leading up to the pitches. This Call for Projects enables Annecy and the Mifa to continue the initiatives set up for young talents by providing funding and co-production opportunities or work collaborations, while also giving the creators the chance to take part in an international event they would normally not have access to.

 
*The Mifa Pitches, arising from the Call for Projects for short films, features, TV series and transmedia, have been organised by the Annecy International Animation Market (formerly the Creative Focus) for the past 15 years.

SUBMISSIONS & REGULATIONS
ANIMATION DU MONDE
(short films, feature films, TV series or specials, transmedia)
 
 
1. SUBMISSION TERMS 
Animation du Monde is open to project leaders from countries where animation is emerging. The work comes from a Call for Projects for all formats: short film, feature film, TV series and transmedia, open to countries with limited production capacity. A creator/animator/filmmaker can send in a project either as a personal/individual piece of work or through a structure set up within his/her country. Submitted projects must be developed in collaboration with European inprofessionals. 
Only projects with a complete digital file, registered online at www. Annecy.org before 4th March 2016 will be considered, whatever the competing category. 
The digital file must
- contain all the required documents for the category concerned (see corresponding requirements)
- be registered and sent as 1 PDF file only
- be less than 50 Mo
- be downloaded at the end of the online registration process (this step is essential to confirm the registration)
- respect the regulations for the category concerned

2. COMPULSORY SUBMISSION REQUIREMENTS AND DOCUMENTS
 
Short films
Only animated short film projects in their first concept phase that will be presented by one (or more) author(s) can be submitted.
Registering a project should be done on an individual basis by its author(s).
Only one project per author(s) can be submitted. 
The project presented must not be part of a school syllabus or have been pre-purchased by a TV channel.
Any project already associated with a producer can be submitted but this must be stipulated.
 
Required documents for submitting a short film project: 
- a project progress report, explaining the project's development, eventual contract commitments (include the name of the producer where applicable) and expectations
- synopsis (summary of the story) in no more than 250 characters
- statement of intent or description of the project (origin, atmosphere, message, references etc.): max. 1 page 
- storyboard (full or partial)
- available graphic elements: backgrounds/sets, characters, model sheets, etc. 
- CV of the author(s) 
- a transfer of rights statement if subject is taken from a work that already exists
- a signed and dated note confirming that the project has not been pre-purchased by a TV channel
 
Transmedia
 
Only transmedia projects in their first written or development phase, using full or a large majority of animation, that will be presented by one (or more) authors and/or producers can be submitted.
Eligible projects must have been initially created to be developed across at least 2 different media: the cinema, television, video games (off or online), mobile phone app, tablet, internet etc. 
Projects specifically for the cinema or television will not be accepted.
Only one project per author and/or producer can be submitted.
The project presented must not be part of a school syllabus.
Projects consisting of an adaptation of content already written and created for a specific media or already in production will not be accepted. 
Required documents for submitting a transmedia project:
- a 1-page presentation of the project concept 
- a detailed strategic plan and explanation of the transmedia approach to the project with project structure, examples of narration, graphics and music specific to each media (3-5 pages) 
- 4 statements of intent: 1 for writing (target, tone etc.), 1 for development (advancement, short and middle term objectives etc.), 1 for fabrication (technique, characters, sound/music, sets etc.), 1 for production (progress with media or diffusion 
 
platforms
- funding information, including an estimation of budget and funding plan (1-2 pages)
- CV and filmography of main members of the team and companies involved 
- any elements that seem worth including: graphic research, Flash demo, DVD, links or internet sites, etc. 
- a copy of the contract signed with the authors if the project is submitted by a production company
- a transfer of rights statement if subject is taken from a work that already exists 
- any artistic or production elements that the project holder(s) think(s) worth including (first images, trailer/teaser etc.)
 
3. SUITABLE PROJECTS
 
These Call for Projects are open to all animated short or feature film projects, animated TV programmes (series or specials) in development or transmedia projects, presented by their authors, and meeting the conditions in Article 1 of these regulations irrespective of: 
- techniques used: traditional, 3D, etc.
- target audience
- genre: fiction, documentary, educational, experimental, etc.
- age and nationality of the author(s)
 
Feature films
 
Only animated feature film projects in their first concept phase that will be presented in Annecy for the first time in Europe by one (or more) author(s) and/or producers can be submitted. 
Only one project per author and/or producer can be submitted. 
The project presented must not be part of a school syllabus.
Required documents for submitting a feature film project:
- synopsis (summary of the story) in no more than 250 characters 
- concept (idea, objective/intention, target, graphic and musical treatment etc.)
- available graphic elements: backgrounds/sets, characters, model sheets, etc.
- CV of the author(s)
- a project progress sheet (current and future stages, objectives)
- an estimation of the budget and funding requirements 
- a signed and dated note confirming that the project has not already been presented in Europe
- a note explaining the copyright situation of the project (sent to a writer’s association, transfer of rights if subject is taken from a work that already exists)
- any artistic or production elements that the project holder(s) think(s) worth including (first images, trailer/teaser etc.) 
 
TV series or specials 
Only animated TV series or special projects in their first concept phase that will be presented in Annecy for the first time in Europe by one (or more) author(s) and/or producers can be submitted. 
Registering a project should be done on an individual basis by its author(s) only.
Only one project per author can be submitted.
The project presented must not be part of a school syllabus or have been pre-purchased by a TV channel.
 
Required documents for submitting a TV series or special project: 
- synopsis (summary of the story) in no more than 250 characters 
- concept (idea, objective/intention, target, graphic and musical treatment etc.) 
- story lines or framework of narrative (for a series project): minimum 3, maximum 6
- available graphic elements: backgrounds/sets, characters, model sheets, etc. 
- a project progress sheet 
- a signed and dated note confirming that the project has not already been presented in Europe 
- a note explaining the copyright situation of the project (sent to a writer’s association, transfer of rights if subject is taken from a work that already exists) 
- CV of the author(s).
 
4. SELECTION, SUPPORT
 
Only files that are complete and meet the conditions in Articles 1 and 2 of these regulations will be submitted to a jury made up of a member of CITIA and professionals and/or partners of the Festival and Mifa.
 
A certain number of prizes will be awarded by Festival and Mifa partners.
 
Support in case of project selection: 
- 1 free accreditation giving acces to Festival and Mifa events
- accommodation to 1 author per selected project. 
Travel expenses remain the responsibility of the selected authors.
Winning authors agree to show the name of the prize in the film credits and also inform CITIA, after the Festival or within the following months, of any agreement signed thanks to their project presentation at the Mifa.
 
5. PITCHES AND PRIZES
 
During the Mifa Pitch sessions, all selected authors will be given 10 minutes to pitch and promote their projects to a targeted public of professionals. 
All selected projects will be given specific communication on the website and CITIA communication media.
 
6. AUTHORISATION TO BROADCAST
By accepting the present regulations, the entrant authorises CITIA to reproduce and show, for free, graphic and audiovisual elements from the project such as a trailer, teaser or pilot supplied on registration, on all its communication mediums. CITIA will also archive these elements as part of its film conservation project. 
 
7. NON SPECIFIED CASES
 
CITIA management will settle any cases not falling within these regulations.
 
8. DISPUTES
 
Participation in these Calls for Projects implies unreserved acceptance of the terms of the present regulations. In case of any claims, the court based near the organiser (Annecy county court) has sole jurisdiction and the French version has authoritative value.
